DGCA — Indigo not admitting free check in baggage

Sir, 0n 22 jan 2017 I booked 05 air tickets from Bangalore to Delhi to travel on 18 May by Indigo flight no.6E 946, ONR no, IDDR3A-6E946. When the ticket was issued i was surprised to note that they do not allow any free check in baggage. They charge a sum of Rs.400/ per baggage upto 15Kg and excess luggage will be charged at Rs300/ Kg!! As per practice and available rules all domestic flights allow free check in baggage up to 15Kg per ticket. Hence i strongly feel that the practice by indigo is not ethical.
