Exide Life Insurance — surrender value for new fulfilling life plan policy

I am a policy holder with exide life insurance since year 2017. It is exide life new fulfilling life whole life plan
And my yearly premium is rs. 28000 which is paid for 1 years, this was great challenge for me like me to pay yeatly. The agent who got this insurance done had informed as after 3 years you are liable to get the premium amounts paid. I wanted to surrender the policy since had an emergency. But it was a shock to know that the surrender value is around rs.2800. Then what about the rest of the amount, on what basis this much of amount is taken by exide life insurance, there is no bonus added for 5 years. Forget about the bonus i need my premium paid amount to be given. If i had saved this amount all these years in bank i would have got the same back with interest. I kept on promptly paying the amount without knowing to my family. If i'm not getting my premium paid amount rs.28000, i will have to step to consult lawyer to file upon complaint or to irda to get it resolved.

Kindly advice from anyone how it resolved this issue.
