HDFC Bank — Charging fee after sending credit card without KYC documents

I have been using an HDFC Bank credit card since 2008. Last year, HDFC suspended my credit card services citing pending KYC requirements. Due to personal constraints, I was unable to complete the KYC at that time, and my card remained inactive for over a year.
Recently, HDFC issued a new credit card to me without requesting or collecting any KYC documents and has started charging the annual fee. I have already informed them via email that the fee should not be levied, as it was HDFC who had discontinued my services for more than a year. Issuing a new card without completing KYC and charging annual fees thereafter is unfair.
