HDFC Bank — NWD DECCHG charges deduction

I have a salary account with HDFC. Even then without intimation they keep deducting amount from my account using the above said code. How come being a salary account i am being charged for withdrawing using other atm? Isnt this illegal? This is not the first time this has happened. Customer care center is of no use because nobody answers. Thinking about approaching consumer court regarding this.
