Hp — Amount deducted from my Bank account but gas not booked

I booked gas via HP app and paid through PhonePe on 12th July. Amount got deducted but booking did not happen. Transaction shows successful. Now my bank and phonepe says they can do nothing. HP customer support says they did not receive booking. Dealer says he can't do anything. Have been following up very hard for 3 months now. Please help !! There has been no resolution on this. It has been more than 4 months and my amount is still not reverted. HP gas customer care is one of the worst support. They just disconnects the call abruptly without understanding what went wrong.

Please help escalate the matter.
