My icici saving account[protected] has been debited rs. 11.80 on 11jan2018 for surcharge mcc 5541 dated 08-jan-2018. What kind of surcharge is this?

I used my debit card for purchasing fuel on petrol pump on 08-jan-2018. Our government is promoting cashless transaction and this bank named icici bank is charging for going cashless at petrol pump. Icici bank is discouraging customers to use debit card and going cashless at petrol pump.

On 6 jan, 2018 i made a payment of ₹1040 through upi to [protected]@icici as an insurance premium but the payment is not received by the company they said but from my side payment is deducted so i want refund of my money as no amount credited to my account till now.
