ICICI Bank — Surcharge on Fuel by Debit Card

I have used my ICICI Debit Card at HP Petrol pump, ahmedabad and without any information... I got the surcharge of 11.40 on the amount of Rs.300 petrol. How somebody can charge me for using my own moeny ? Please refund my money.
