Indane — DBTL Subsidy - Bank not responding

I submitted my Bank account with HSBC Bank which is not participating/responding to DBTL system and subsidy of my gas cylinder has not been transferred to that account. Now I like to change my Bank account to Central Bank of India account, kindly advise how can I do that? Can I change my account on line through web?
