Indian Railways — platform ticket amount collected more... why???

If passenger not taken platform ticket as for railway rules they have to take rs.250 why they are collecting more money??? Such a pethetic attitude from railway employees... It's in yashawanthpur railway station bangalore. We agree we are not taken platform ticket... Some time we are come for sending our freinds or relative. They are simply writing money and collecting money from public..
