Indian Railways — Regarding allotment of lower berths

My name is Trishla Dubey and I am travelling from Delhi to Durg by Humsafar express. I have issues regarding improper allotment of seats in 3rd AC. According to the rules, generally senior citizens must be allotted the lower berth but still two young boys have been given the seats. When asked for exchange of seats by the tte, he refused saying the seats have been allotted to the aged persons but this was not the case. This proves that the tte and the management allotting the seats both are not working efficiently. Kindly resolve this issue and give due consideration to the age factor at the time of seat allotment.

While coming from guwahati to seal dah by 15658 kanchan junga exp it is found that toilet is so dirty and it is not at all cleaned even in big stations like njp or malda and water supply in the toilet is not there
