Irctc — Food in Vande Bharat Express

I am travelling in VandeBharat Express on 04-Feb-2023 vide PNR No. [protected].
At the time of Breakfast, I asked Waiter Mr. Musthafa to give me one Extra Bread. But he said that it can't be given. He can't provide any Extra Bread. And if I need, I have to Pay Cash of one Breakfast Charge of Rs.205/-
Is it OK for IRCTC/Railway for one extra bread, I have to pay Rs. 205/-?
