Irctc — TDR Request Repudiated Through EDR/ECRS Reason for Repudiation/rejection: Invalid TDR Timestmap : DELAY.

I recently received a notification stating that my TDR filed against PNR Number [protected], for the train on 2nd October 2023, was repudiated due to an "Invalid TDR Timestamp: DELAY." However, I would like to clarify a few points regarding my TDR submission:

The train on 2nd October 2023 was delayed by approximately 10 hours, preventing me from travelling.

I filed the TDR at 13:18:42, which I believe was well within the stipulated time frame and before the departure of the train.

I reopened the TDR and yet again it has been repudiated even though I am clearly eligible for a refund with respect to
Indian Railways Refund Rules https://contents.irctc.co.in/en/Refundrule2015.pdf 13 (ii).
I had filed the original TDR before the actual departure of the train and the train was delayed by more than 10 hours. Please do the needful and provide the refund.
