This complaint is regarding the common glitch in cancellation amount charged by the IRCTC.
As per the current refund policy of IRCTC (http://contents.irctc.co.in/en/refundrules.html), the cancellation charge for AC 3 is Rs 90/- when cancellation of confirmed tickets is done more than one day in advance of the scheduled departure of the train, excluding the date of journey.
Recently I have noticed that the IRCTC deducted Rs 95/- instead of Rs 90/-. The details of my booking and cancellation is as below:-

Class : THIRD AC
Quota : GENERAL

Ticket Fare : Rs 1200.00
Service Charges : Rs 45.60
Cancellation Date : 07-Sep-2015
Refund Amount :- Rs 1105.00
This extra charge of Rs 5/- is not mentioned anywhere in their refund policy. I investigated further and looked into all the cancellations I have done in the past one year. To my surprise, this has happened for all my cancellations.
I contacted IRCTC and asked for the explanation. The response I received.
"Rounding off in case of FC/AC2Tier/AC First Class as well as in case
of all classes of Jan Shatabdi/Rajdhani/AC Duronto trains shall be to the
next higher multiple of Rs.5/-. In all other classes and Trains the round of
shall be to the next higher rupee.
