ITC — wills classic milds - consumer complaint - cigarette with 90% filing

I am a wills class cigarette smoker for the past 15 years. I would like to lodge the following consumer complaint.
1. I have purchased a packer of wills classic milds cigarette (20s pack) today morning[protected].
2. I was shocked to see that all the cigarettes in the 20's pack were only 90% filled with tobacco showing deficiency in supply.
3. As a long term loyal customer, i feel that i am cheated by itc for the money i paid for this pack coupled with gst rate of 28% plus cess.
4. I would like to treat this as deficiency in service by itc and take necessary action through appropriate authority & consumer forum.
5. Kindly treat this as a consumer complaint and send me a reply within 48 hrs failing which i will be compelled to take necessary action against itc for damages for deficiency in service legally.
6. I am sending herewith the photos of the cigarette packer and the cigarettes evidencing the deficiency in service by itc.
