Kerala Water Authority — delay is refunding the security deposit

I had paid a security deposit of 13758/= for causal water connection on 9th sept 2009 with consumer no - tp424. Then it is changed to normal water connection 21st oct 2013 by paying the conversion fee. On that time on wards me and my father running behind the kwa office kozhikode for refunding the sd, but till nothing happened. Initial they had told the sd will deduct from the bill, but it is not reflected in bills and later they told it will refund.

The copy of two letter (They collected from us) is attached along with this. So request you to get a solution to refund the security deposit which is now delayed by near 5 years.
