MTNL Mumbai — shifting of mobile service provider from MTNL to VODAFONE

My mobile number is [protected]. I applied for change in service provider from MTNL to VODAFONE on[protected]. I received following message from MTNL on same day. :[protected][protected][protected][protected][protected] " Your UPC is 954688. It will be valid up to[protected].kindly use this UPC before expire.[protected] person." Till today MTNL have not acted on my application. [i.e.my request is not fulfilled.].
