COMPLAINT AGAINST MRS. MEETU MALHOTRA W/O SH. MANJIT MALHOTRA, R/O FLAT NO. 17/49, SECTOR-15, ROHINI, DELHI FOR ILLEGALLY AND UNAUTHORIZEDLY MADE BORE-WELL AGAINST THE SPECIFIC ORDER OF THE HON’BLE NATIONAL GREEN TRIBUNAL

Sir,

I, R.K Pandey s/o Sh. B V Pandey, resident of DDA Janta Flat No. 51, Block & Pocket F-17, First Floor, Sector-15, Rohini, Delhi – 110085 having purchased on 27.08.2001 vide registered General Power of Attorney as well as other documents.
At the ground floor one Mrs. Meetu Malhotra W/o Sh. Manjit Malhotra, R/o Flat No. 17/49, Sector-15, Rohini, Delhi-110085 is residing since long. In the year 2017, she with the help of her husband Sh. Manjit Malhotra, without the permission from the Delhi Jal Boad as well as concerned Sub Divisional Magistrate, made bore-well.
I have on that occasion made protest against the digging of bore-well, however, inspite of my protest Mrs. Meetu Malhotra with the help of her husband Sh. Manjit Malhotra, made all arrangements and is still using the same illegally and unauthorizedly.
That Hon’ble LG of National Capital Territory, vide order dated F8(348)/EA/Env/09/583-610 dated 30.04.2009, in resepct of the bore-well issued the following guidelines:-
“(1) In the whole of the National Capital Territory of Delhi, no person, group, authority, association or institution shall draw ground water through bore-well or tube-well (both new as well as existing and drawing ground water without permission of Central Ground Water Authority) for domestic, commercial, agricultural and or industrial uses without the prior permission of the "Competent Authority" that is to say, the Delhi Jal Board or the New Delhi Municipal Council as the case may be.
(2) The issue of grant of permission for borewell/tubewell shall be dealt by Competent Authority through the Deputy Commissioner (Revenue) of each revenue area, GNCTD, who is hereby appointed as "Authorized Officer" for the purpose of regulation of ground water development and management in the respective revenue areas under the jurisdiction.
(5) The Advisory Committee shall meet atleast once in every month to take up various issues related to ground water regulation and management in the concerned revenue area and give recommendations to the Deputy Commissioner for further consideration and enforcement. Only the recommended groundwater boring cases shall be forwarded to Competent Authority for grant of permission.
(7) If any person, group, authority, association or institution, intends to draw ground water through bore-well or tube-well (both new as well as existing and drawing ground water without permission of Central Ground Water Authority), he shall take prior permission from Competent Authority. Such permission shall be obtained through submission of an application to Zonal Offices of the Competent Authority, in the form specified by the Competent Authority.
(8) The Executive Engineer of the Competent Authority, incharge of the concerned area shall recommend the case, based on the facts on the ground, to the concerned Deputy Commissioner (Revenue) of the revenue area who shall issue orders in the light of the recommendations of Executive Engineer of the Competent Authority and the and the Advisory Committee.

The Hon’ble National Green Tribunal in OA No. 190 of 2016; titled “Sushil Raghav & Anr. Versus Central Ground Water Authority & Ors.”, has also issued direction to concerned officials to seal all the bore-well in their respective area.
You are requested to immediately take action against Mrs. Meetu Malhotra W/o Sh. Manjit Malhotra, R/o Flat No. 17/49, Sector-15, Rohini, Delhi-110085 for illegally and unauthorizedly using the borewell inspite of the specific direction by the Hon’ble LG as well as Hon’ble National Green Tribunal.
Not only this, the said Mrs. Meetu Malhotra W/o Sh. Manjit Malhotra, R/o Flat No. 17/49, Sector-15, Rohini, Delhi-110085, is threatening us to not to make complaint against their bore-well.

Please Take necessary action.

Secondly the tiles from this building is falling every next month which can hurt somebody badly.

They have blocked the sever water from both sides such that their is water overflow in the street which is spreading fifferent diseases.

Sir, my name is annu and i am residing with my family in dwarka sec-17, peepal apartment, flat no-16. I want to login a complaint against our neighbour who lives in flat no-12 of same apartment. They daily throw their garbage in open container which is kept on the way to our flat. It sting a lot and mosquitoes breed there. I request them to keep a covered dustbin to drain their garbage instead in open container. Also, they kept 3 plants outside our main gate and water them more than required which also results in breeding of mosquitoes.
I request you to take measure against this as it will cause a serious probllem.

Respected sir/madam,
With due respect we are living in vijay nagar, old gupta colony, delhi=110009.
A hucka bar is running in the name of "hubble bubble" in 199 old gupta colony, vijay nagar, delhi. Many small school children & adults come here in school uniform & smoking cigarette, hucka use here & use abusive language in roads. Women and children are uncomfortable passing this area.in night, boys group come here and drink alcohol which is serve in the cafe.

Please sir/madam take an action in this cafe so that the area will be clean and safe for women and children.

Cleaning issue in our area c. S. P flats east of kailash new delhi in back side of house no.66 some dengue is growing up day by day so kindly spared the dengue medicine & feel free to decease.
I had already complained to m. C. D sweepers which is clean our street everyday morning they come & clean area only on front.

Kindly attend my complaint as soon as possible because my mother is suffering for dengue.

Hello, i am chanderpal, meethapur resident, wants to draw your kind attention to the address - gali no.14, meethapur vistar, sindhu farm road, south delhi, delhi-110044, opposite to hemchand goel bunglow (Ex - nigham parshad), where people namely mr. Dinesh kasana and his father mr. Vedram kasana are doing illegal construction in the o - zone region, where no construction is allowed by the government officially. And also are rearing cows in the same plot that are polluting the nearby places. No cow rearing is allowed in this urban area. Their is a case filled against this plot in the saket court for illegal siezing of this plot from some other party. They have illegally siezed and plot from someone else. Kindly take the necessary actions as soon as possible.

Sewage near gate no 7 of sfs flats ashok vihar phase 4 is blocked since 4 months, we complained the matter many times, one suction machine also came in may 2018, but problem still same. Now dirty water coming out from gutter and lodged there and become a point for breading mosquitoes and other insects. Please solve the situation as soon as possible

Please note that garbage was lying on the road side and the owner of the house was least bother of any authorities. This causes diseases in may forms specially in the rainy days. Few people as are suffering from malaria/fever.

Subject - water leakage problem in new laid pipe line in our colony

Hi, i am vinay kumar residence of a-1015, garoli dairy colony, mayur vihar, phase-3, delhi-110096. I wants to draw your kind attention that there is some leakage in water pipe line which are new laid in our colony by mcd, water is continually flowing on road from there so lots of wastage of drinking water and also dangerous...

I, dr k. K. Gupta frcs consult ortho surgeon c/o unnecessary garbage has been dumped by unknow on the road, risk of dengu, at our gate.

2. The pavement of the hdf bank is broken, risk for someone to fall and sustain serious injury. This requires urgent attention and repair of the pavement.

सविनय निवेदन यह है कि लोक नायक भवन के गेट नं. 1 के पास अवैध रूप से स्टाल लगा कर बिक्री की जी रही है । जिससे गेट पर अकसर भीड रहती है । तथा पेदल व वाहनो के आवामन मे बाधा पहुंचती है। महोदय यहा नो वेन्डीग जोन है इसलिए महोदय से निवेदन है की अनाधिकृत रूप से चल रहे इऩ स्टालो को हटवाने की कृप्या करे।

There are lot of mosquitoes in outram lines bcz of jhuggis here.. We are suffering alot.. Do spray etc as early as possible.. N take strict action against dem as dey r polluting the envioronment.
Cutting fishes openly as dey r vote banks og govt no action takes place here... We are getting ill by dengue and malaria.. Sewers are blocked by jhuggis.. We are not living only suffering by getting ill bcz of jhuggis.. They put garbage in front of our home... Plz take action and do sprays here bcz of so unhygienic envioronment..

I live in shukar bazaar, t-163 building number and building name is maruti apartments. The back side street of building is very dirty as people are throwing the waste on the street.

To locate this street - it’s street before chawla sweets.

Please provide resolution as there are lots of mosquitoes which are dangerous for living.

I live in j-3/92, near anarwali masjid, kishan kunj, laxmi nagar area, here the sweeper does not come regularly to clean due to which the streets remain dirty and garbage start to collect which results in clogged drains. There is also overflowing of dirty water from the drains, which collected in front of our house. As it is rainy season there is also scare of mosquitoes because of the water which remain stagnant there. Please, help us out and take the immediate possible action.

In sector-3, everyone has extended their boundaries due to which we are facing a lot many issues:
1) parking problem as they extended their boundaries due to which no space for parking
2) it seems that road is blocked on both sides due to unauthorised construction extended outwards.

Dear sir,

Mosquito problem is on the rise, in ambica vihar, paschim vihar, new delhi-110087, due to rainy season. Till date no fogging has been done by mcd in our colony. Only rwa of our colony has done some fogging, but that is insufficient. Please, send a team for fogging in our colony as early as possible. Our colony is close to najafgarh drain. That is why, we are facing this problem more. Please, do the needful in this regard.

I, the resident of dr. Mukherjee nagar (West), near vishal market, delhi-110009, is writing to you regarding the rise in no. Of stray dogs in my area. They are creating a huge menace and scare among residents and have bitten a few people i personally know. I'd appreciate it if you take some action in this regard asap.

There's an unauthorised bike and scooter repairing shop in street no. 35 zakir nagar okhla. It causes a lot of trouble to neighbours due to loud noises, water spread across the front which cause real problems. Females face a lot of problems because of men standing all day at the shop front. It is a residential street and the repairing shop causes a lot of trouble.

Please take action and close the shop.

Sir i live at 3572 jatwara daryaganj new delhi -110002.in our street there are open drains and they are filled with garbage. Sweeper comes and sweeps but he/ she doesn't clean the drains. We are suffering from foul smell and dirt. We are hoping for swachh bharat. Please do the needful as we r feeling like we are living in a garbage pit. Please take necessary actions.
