Subject: Violation of Rule No. 144 of GFR-2017 by Municipal Corpora􀆟on of Greater Mumbai-Central Procurement Department corrupt officials in the Procurement Process.
Reference : MCGM Bid No. [protected] dated 14-June-2023 for supply of Raincoats And Umbrellas to Student of Education Department of BMC

With high regrets, I hereby bring to your kind knowledge certain illicit practices that have been observed in the procurement process at Municipal Corpora􀆟on of Greater Mumbai, specifically
pertaining to the e-procurement bid No. MCGM Bid No. [protected] dated 14-June-2023 for
supply of Raincoats And Umbrellas to Student of Educa􀆟on Department of BMC.
It has come to my attention that the Central Purchase Department (CPD) has specifically
mentioned “SUN”, “STAG”, “MOTHERLAND” & “E SERIES” brands o[censored]mbrella in the tender documentation, which is a direct violation of Rule No. 144 of the General Financial Rules-2017.
According to this clause, the procurement process should not include any reference to a specific brand while conducting e-procurement of products. (I attach the documents for your
ready perusal.)
Regrettably, the inclusion of the particular brands o[censored]mbrella in the tender appears to be an attempt to favor certain bidders illicitly. This blatant act raises concerns over the involvement
of personal financial gains of certain officials associated with the Central Purchase Department within MCGM.
I wish to bring to your attention that in India, there exist several reputable brands o[censored]mbrella, which not only offer superior quality but are also priced significantly lower than the four brands specified by the CPD Department in the tender. This apparent favoritism towards specific brands represents a misuse of taxpayers' funds to benefit the financial interests of the
involved MCGM-CPD officials in collusion with manipulative bidders.
I firmly condemn such practices and insist on an immediate re-tendering process that is carried out in a fair, transparent, and genuine manner, with strict adherence to the General Financial
Rules-2017. It is imperative that the procurement process be conducted in an unbiased and equitable manner to ensure equal opportunities for all potential bidders.
I kindly request you to investigate this ma􀆩er promptly and take appropriate actions to rectify the situation. Restoring the integrity of the procurement process is vital to uphold the principles
of accountability, transparency, and ethical conduct within our esteemed organization.
I unequivocally state that if the mentioned tender is published & no strict disciplinary actions taken against the involved MCGM-CPD officials & the involved bidders, I will escalate the
ma􀆩er to The Central Bureau of Investigation- N. Delhi & The Enforcement Directorate-N Delhi.
Thank you for your attention to this matter. I trust that you will handle this issue with the utmost seriousness it deserves. Please keep me informed about the progress made in addressing this
concern.

A pan shop illegally sharing the compound premises of a residential building.

Shop is open post-midnight causing disturbance to residences at nighttime and obstruction to traffic and commuters due to double parking of cars.

This complain is regaring stray cats who are littering outside my house who ###S outside and which causes dirty smell and makes it all dirty. There are 4 5 cats here who are causing this nuesense. Some people feed them raw fish and meat when request to stop feeding them raw materials all they dis was started fighting. Request youll to do something about these cats as we are facing mANY PROBLEMs due to their ###. Cant even keep our doors open as it smells very bad.

I had surrendered my land line no 28460535 on 31st Dec 2021 after paying all dues and returning the hardware . I have still not received the security deposit amount back after repeated follow ups . It is sad that one has to run around to get his own hard earned money back.

BMC online site for marriage registration in prescribed form D is not working. I tried 5 times on line submission and at last point while submitting data; it gives message BUSINESS SERVER ISSUE

I stay in Mumbai City at an Mulund colony West .and here we r suffering from under line gatar drainage . from last 1 year .all dirty water comes out from the chamber and passing through all the house which causes illness to all small children and senior citizens.we complaint to area corporate and other party leaders but no one took any action pl help us .and pl take some rapid action.thant u.

I emailed the following requesting an OC copy as per their website for citizen services . All emails bounced back. Who is their website developer? how much money was paid from tax payer's money? i a member of sai leela society, like to complain about the stray dogs in our society. Sir there are more than 60 stray dogs in our society and they are increasing in numbers day by day. Sir they are so wild that we are afraid to go in our society because these dogs are so many in numbers that we are not able to go in our house safely without running. Sir when they see anyone they start barking and start jumping on us and try to bite our legs. Sir they keep barking whole night and day. We are not able to sleep in night. We cant go for a walk at night after eating food. We cant sleep in night or day time because these dogs keeps on barking in our society. Sir i request you to please help us to be safe from these dogs and get rid of all these stray dogs. We all society members hope that you will help us and will look after our request as fast as possible.

I have submitted complaint for my refund amount against payment done for marriage certificate which is get deducted from my account twice but show unsuccessful from BMC side. If there is no response from any one will take it to consumer court.. Because this is ridiculous after taking follow up with BMC on mail also they are taking things lightly I m asking them when can I expect my refund they are not writing a single word to me.

I made online payment for marriage certificate twice but both time its show unsuccessful. Pls resolve this I have also mail regarding this on [protected]@mcgm.gov.in but till now no one revert..
Pls look into the same as I want to take my marriage certificate ..
Further payment will also got stuck.

Chaayon Restaurant on the Ground Floor at a Building called "One BKC" is kept un-clean, therefore there are flies, mosquitos, un-identified / un-warranted insects. Unless a reques is made to the service boys / girls, there is no attempt made to clean the soiled tablets, chairs and floor. The sais resutarant should be closed forthwith.

We refer to your letter No. AE/E/4795/N dated nil and received by us by Hand Delivery on 19th July 2022, on the captioned matter.

As directed by you, we got the meter changed through M/s. Kamal Interior with approved make.

While on this, we would like to bring to your kind notice the following points:

Our earlier meter was of 40 mm size. However, during our earlier complaint made on 30th April 2020 to Shri Mangesh Madhave Shewale through his email id regarding excess billing, the meter was checked and refitted and he suggested that our Society with 16 members (with 2 Flats remaining lock for about 9 months in a year), need not go for 40 mm meter and 25 mm meter would serve the purpose. Accordingly, we have fitted only 25 mm meter of Kranti Make, as per details attached.

Our 4 Water Bills received from January to November 2021 amounted to Rs.29, 276/- only. However, we have been receiving during the current year as under:

Bill Dated 17th December 2021 for Rs.25, 306/-
Bill Dated 25th February 2022 for Rs.26, 447/-
Bill Dated 27th June 2022 for Rs.25, 306/-
Bill dated 28th November 2022 for Rs.27, 472/-

The above charges are extremely on the higher side.

Ours is a Society with 16 Flats. Of this, 2 members of two Flats are abroad and they come and stay for maximum 3 months in a year. The total members in the remaining 14 flats aggregate maximum 50. Considering this, at any cost, our Society could not have consumed water to the extent of Rs.1, 04, 531 for the periods 20.08.2021 to 18.08.2022.

We have paid all the bills and as on date and there is no pending bill. Last payment was made on (13.12.2022) – Rs.27, 472/-. All our neighbouring Societies with all the 16 flats occupied get their bills for less than Rs.8000 per quarter. We were also getting bills below Rs.8000 per quarter between January and November 2021.

We request you to look into the matter and credit the excess amount charged to our account to be adjusted in the next cycle of billing.

Since so many months in Road no.1 beginning from the Police Chowky till the Road which Turns towards the Temple, there are several dogs sitting, sleeping and barking continuously and chasing rickshaw, cars and creating a menace.

Primarily the dogs are barking continuously for more than an hour especially during the night time... Off late it has started coming inside our building compound (Jaya Building) every night and when I park the car, it suddenly comes out, it is very scary.

I do hope the Municipal Corporation will look into the same and act on it.

The garbage truck alloted to each locality doesn't come regularly to collect the garbage. Even after many approaches to the driver for a regular visit, the truck is high irregular cum absent.

Incorrect meter reading.
The meter count mentioned in the water bill is greater than the actual count in the meter.
The bill amount is too high. Officials have asked to pay what is present in the bill without correcting the reading count and bill amount in the bill.

I, Pushpendra Verma, am a resident of this city. I want to bring your kind attention to the poor condition of roads in Vashinaka Mhada Colony Chembur East area. We faced prolonged rains this time and as a result, the roads have turned into a mesh of potholes. Needless to say, the divider and side markings have faded too.

This is the main road which connects different busy roads. Thus, in order to travel safely through this path, people drive slowly. This not only causes them to reach their destination late, especially office or school but also lowers the overall pace of traffic. This adds to the agitation of people who have to reach their destination within the specified time. Moreover, this damages one's physical health travelling through this poor road.

I request you to kindly look into this serious issue and resolve it as soon as for the well-being of the citizens.

Private agency digging on side of road alongside TRISHABH SIGNET CHS, PLOT 414A, D K SANDHU MARG CHEMBUR NEXT TO SOCIETY STORE, broke water supply line of BMC to above society. Please urgently get this rectified as no water supply to building

This complaint is regarding the nuisance created by stray dogs in our area. We cannot sleep at night because they keep barking the entire night. It has disrupted our mental peace. There are a lot of stray dogs in our area and they bark non stop at night. Please take some action regarding the same .
