National Highways Authority Of India [NHAI] — increase in toll rate by 15 aug 2018

Hi,
The Borkhedi (Nagpur ByPass) NH-7 Of Madhya Pradesh toll plaza has increased the toll rate by previous Rs-95 to Rs-115 for single journey(Car/Jeep/Van) by 15 Aug. I don't found any updated notification on NHAI website regarding the same.

Is this hike is legal?

Also what development has been done for the 35 Km road to increase the rate by such margin?
