National Highways Authority Of India [NHAI] — Lights are not working

As per my observation only in junctions lights are working and in remaining areas they are not switching on the lights on the chennai- kolkata national highway. Daily I'll travel on the same highway but, not even once I have seen the complete highway with the lights on. Can i know the reason?
