National Highways Authority Of India [NHAI] — Very long queue at toll

While travelling from bareilly to delhi,
there was a queue of approx 1.5 km and toll personnel did nothing about it, after we reached, we enquired about 100 metre rule and why are you so unconcerned about it, he said ki "y sb kch ni hta, kahin upar bat kr lena abi toll do ar jao "
i want to file complaint against it,
name was niyamatpur fee plaza, and i have recording of it as a proof.
this has happened third time to me on that toll.
