National Payments Corporation of India [NPCI] — upi, money debited but not transferred

On 23rd January 2019, I transferred ₹14, 100 from my Corporation Bank account to an SBI account through Paytm UPI (UPI ref ID[protected]. The money was credited to the receiver's account but got reversed immediately. But the same is not credited to my account. Paytm says, transaction is successful. Resolve with your bank. My bank says, we are not responsible for transfer through paytm. UPI customer care number is always busy. Twitter handles o[censored]PI and NPCI taking ages to respond. Who am I supposed to ask now?
