National Payments Corporation of India [NPCI] — wrong rule under gas subsidy stop

My father has not received LPG subsidies because he has closed State Bank of Hyderabad because of this bank converted to State Bank of India. So my father requested to the Gas agency for updating has LPG linked account number. After this request Gas agency did not take any action on this. Again & again my father went to gas agency office and asked the status of the request but no one gave the reply in a proper way. My father has installed Bharat Gas App & tired to enable subsidy again but that time, unfortunately, he clicked on subsidy out option. But for this situation who is responsible? Because we don't wont to out from subsidy schema.

Regarding this, all case I have multiple times discussed with BPCL customer care but no one gave the proper solution /answer to me. After 6-7 months I have given complaint on PMO App then I received a call from BPCL customer care office, Nashik. Mr. Dhumal spoke with me first time and he confirmed our subsidy closed for 365 days because my father clicked Subsidy out option in the mobile App. I asked Mr. Dhumal on which rule under they are closed our subsidy for 365 days that he told me he will call again & give the Senior number. But after this call, no one called me. I checked my PMO complaint status where I have seen BPCL Territory manager contact number & email ID. So i sent email to Mr.Gupta for asking complaint status. As per Mr.Gupta reply our subsidy closed under http://www.givitup.in/docs/GiveItUp-Policy-CSR.pdf document mentioned " Consumer, Once have given up their LPG Subsidy, Can rejoin and avail subsidy only after one year from the date of giving up the LPG Subsidy." My father clicked subsidy out option before stop the subsidy than what about previous subsidies? And as per above-mentioned law Consumer, Once have given up their LPG Subsidy, Can rejoin and avail subsidy only after one year from the date of giving up the LPG Subsidy but here account closing reason our subsidies stop. BPCL or no one handles this issue that why my father tried to enable subsidy gain from Mobile App then please let me who is responsible for this?

When I called to Mr.Gupta that time he told me his post again & again for try to stop continuous follow up. Please let me know how to I will get our LPG subsidies which are not received.
