Ortel Communication, Bhubaneswar — Broadband connection not working, still asking me to pay money

I have been filed several complains from 24th April for my net connection not working, but not resolved yet.
Now when I am asking for disconnecting my connection, they are asking me to pay full money for month of May, even though I didn't avail a single day net usage due to their negligence.
Please pay attention to me and guide me how to proceed.
