Paytm Mobile Solutions — money debited not restored in failed recharge attempt

I attempted to recharge and money deducted from bank account, but recharge failed. Order no.[protected] dt.28.11.18 at.8.39pm for recharge of ₹1699 of bsnl mobile [protected].
Operator reference no. Received is [protected]. Upi reference id[protected]. Paytm states order successful; bank paid money to paytm; operator states failure, but amount debited in failed recharge attempt has most unfortunately not been credited to bank account for last four months. Amount be restored early.

Several attempts to bring about a resolution have failed. this is most disappointing. are these channels inoperative ?
