Paytm Payment Bank — related to refund

Sir my name is nishant kumar singh.
I want to file a charge dispute form against paytm payment bank on a refund related issue but paytm payment is not providing this option.

I have orderd a book from amazon but i cancelled the book due to some reason.
I made the payment through paytm payment bank rupay debit card but the refund had not reflected in my account. The refund is initiated on 04/10/2019 and today is 19/10/2019 and the refund is not received yet.
The refund amount is rs.207
