Pune Railway Station — unauthorized vendor at pune station

Dear sir,
Recently i have visited pune station, was surprised by seeing so many vendor walking though 1 coach to other. I feel, most of them were unauthorized. Could you please let me know how to identify the authorized vendor out of them? One of trip, one food seller sold the lunch/dinner with very higher rate and with different content in the packed food at pune station. Also, water bottle vendor were selling the water bottle at rs 20/-. Why railway master allowing the unathorized vendor at the platform? Any income from unauthorized going to railway official? Why travellers should be put at the risk?
