Rajdhani / Yamuna Power [Bses] — Wrong meter tampering case

My meter with CA number[protected] was burnt on 15/16 August 2022. I registered a complaint with the BSES department to get the meter checked and replaced. The department personnel visited my house and checked the meter, and declared it faulty and burnt. However, since I have 2 meters installed at my house (I live in a 3 storey house), by mistake I registered the complaint with the other meter CA number.
However, the BSES linemen who visited my house removed the faulty burnt meter on 17 august 2022 and asked us to lodge a fire complaint with the BSES department in order to get it replaced.
We did as he instructed.
It is important to note that on 17 August 2022, while I was at work, 3-4 people from BSES department visited my house and removed the faulty meter. One of the linemen, named sarfraj also wrote his details on the MCB Board with the heading 'wrong meter number'. (I have the photo of the same)
These personnel took away the faulty meter and returned it to us the next day i.e. after almost 24 hours.

We has already lodged a complaint with the BSES department via emails, whatsapp and website feedback. (I have all the data and proofs).

Finally, the BSES concerned person replaced my meter and installed a new one on 09 September 2022, i.e. 20 days after my complaints. For 20 days, the faulty meter was at our house, detached and removed, sitting in our lobby (except for the time when it was in possession of the BSES personnel).

Thereafter, on 31st October 2022, BSES team raided my house with cameraperson and video taped my whole house. The very next day, I received an email stating that my meter was tampered.

On 9 December 2022, I receive a letter from the BSES enforcement department that they have levied a penalty of Rs. 1, 32, 448/- for meter tampering which is to be paid by 16th December 2022, or else my electricity will be disconnected.

I can see that this is clearly a false case, where the department without any proof have alleged that we have tampered with the meter.
I would like to reiterate that I had mailed the department multiple times that my meter has been removed by the BSES personnel.

I have all the necessary proof to show that I have been in touch with the department constantly to get the meter fixed. We were not even given a chance to be heard.

It was the duty of the BSES personnel (who visited my house on 17 August 2022) to update on record that they have removed my meter and have taped it. We did not even touch the meter and are charged with such hefty penalty arbitrarily.

I can show all the emails, complaints and the photo of the lineman as well wherein he has written his details of the visit.

This is a wrongful case of entrapment and should be taken back by the department.
