RTO NORTH — RTO Not signing on the papers

i have Applied service badge driving license with the help of a driving school, paid all the money asked by them, after all the paper works, they asked me to get signature from RTO NORTH,

I was trying to get signature from him for the past two months and i havn`t got still,

The response was very poor and irate, as no body answered me properly that when the RTO will report to office, waited for him two full days he was not turned up to the office,

Finally today05/05/09 i met him in his office and asked for the signature on the papers,
as he replied that he is very busy and he can`t sign the papers now, i waited, pleaded him but he asked me get out of the office,

Kindly advice me where to complaint about the same, as i was so fed up with the way they have
treated me.

Pune RTO is not providing license even after 2 months of Test. The Reason provided is irrelevant. The computers are not working hense they are not able to provide the licenses.

Dear Readers,

I had visit to Annanagar north west Rto. the staff are roudly handle the general public and they demanding flag day amont Rs.100/- in every counter and including enquiry counter, if we say already paid in some other counter they refused by giving information, those things happend in front of Rto. who was sitting in entrance. he himself refused to sign unless the flag day amount paid . my knowlege from every person they collected almost 300-350 rupees.

Can our goverment will take immediate action to stop this activties by forcing the common public to pay money, I am not against of collecting the fund for good purpose but they forcing all the visitors to pay min Rs.100/- in every counter,

RTO office Andheri (West), Employees taking brief for evry work - signature
They are tie up with agents for passed document and signature

Otherwise they delayed or not give response to any individual person who doen't want to give brief. This was done with me, at D block. Not only D block but evry where in RTO areas.

Why lots of agents like hawker crowded in that areas. Nobody is stop OR take necessary action. Seniors also supported and our Home dept not doing anything.

Why RTO office work is not connected with computer online.

Pl do something to stop brief / corruption.

Iposted a letter to my son, which is urgent, to Bhopal vide EN[protected]IN on Sunday 21/9/08 at 1330 hrs at GPO Hyderabad. Till now i.e. at 2100 hrs on 24/9/08 it has not reached. Even by normal post it should be reaching by now. it is an awful attitude of Speedpost people...they just sit on the post. Never bother to deliver as they promise. Why should anybody pay Rs25/- when you can't deliver in 48 hrs. The letter should be there on 25th ???????other wise who pay the loss of mine.

I bought new Car from Varun Motors on 5-Aug-08. There is a system Problem from few weeks at RTO. Registration is not happening. My Temporary Registration is expired. Today Traffic police insisted to charge fine of 2000/-, some how I managed at Backdoor. What should I do in Such cases.

I have been punished because of RTO's systems error. I am frightened to use the car till the RTO systems are up. Rather than Money, It is a kind of harassment by traffic police knowingly the systems trouble at RTO office.

RTO — Tax

Dear Sir,
It is ragardig the Road tax payment. Why do we have to pay the road tax agin when we moved from one state to another state.??

It is really worst services by RTO. Why they are charging Tax again even after payment of Life time tax in another state?

Why dont we have the freedom to go any where in India on Bike??

Roa transport office Kolkata is great in corruption and inefficiency. I applied after my transfer to Kolkata for change of address in November 2011. After the processing, I deposited 5 year tax on 20 March 2012. I am yet to receive my smart card. The transport office asked in January to apply to Writers building for exemption required for Euro 2vehicle. Even after completing the process in February, the officer concerned is not finding time to sign the papers and smart card with updated address is yet to be delivered.

Renewal License not received

I have given Driving License renewal request on 5th Nov 14 and was infomed that new renewed license will come within 30 days to my address, but it is almost 2months now and no tracking of my renewal license.

The RTO Beltala in Kolkata is number 1 in corruption and inefficiency. After my transfer to Kolkata, I applied for change of address for my bike in August 2013. Earlier, I had paid life time tax in July 2013 itself. However, I am yet to receive my smart card. Upon repeated enquiries, both the transport office as well as the local agent involved say that the file has become untraceable. Neither they are able to find the file nor they have any alternative method of issuing new smart card (such as based on xerox copies of papers) in case the file containing original papers is lost.

I have used speed post service couple of times but so far the articles have been delivered by and large on time. Tracking service provided however is completly hopeless and complete waste of time of the user. The information is mostly not provided and if per chance is there. is highly inadequate and non informative.

If the department can not maintain it then what is the point of retaining it. But then this is what one can expect from a public sector undertaking

I regret to inform you that when i upgraded my driving lincense to MCAB WES, the officer responsible had deleted my other Heavy passanger vehicle lincense. When i questioned about this to them, they are instead asking me to pay more money to have these included. Needless to say its their negligence. I fail to understand as why should i pay them more for their mistakes. I humbly request to who so ever concern to take some action against such officers who creats these kinds of inconvinience to the public.

But me, as a person from West Bengal ( I was brought up here and i know kannada though) am trying to tell you that most of what you said is mandatory for everyone- A learner must have a L board on both his vehicles, else he cant drive. Ok about the helmet part. The hand signal is a system which is needed by anyone- you may say that it is not known by indians- may be- but everyone in karnataka needs to learn all this even before he gets his Learners licence. So, I dont think there was anything wrong. The PUC or any other marks card is one way of confirming a person's age( A person who finishes 12th is usually 18- so he might have asked for it).And, by the way, one has to finish 10th standard now to get his licence- its a rule placed recently. The officer was not trying to go to the background. He was deoing what he needs to do- confirm what is in the documents.

What sort of person would ask the officer if he should wear helmet??. Such people would fail driving test no matter which state they go to.

Kancheepurm RTO — Required bribe to obtain License

The RTO office on nation highway is the worst place I ever seen bribe at its pinnacle. They have fixed rates for License, Registration even though you have all required documents, they will make you do multiple trips and make you bribe them through the driving class agents. The quality of service is very very poor and the head ( I guess registrar) comes to office at noon and only stays for couple hours to sign the registrations and license and his attire is like a politician. I hope concern person will punish them and make them do their duty.

well i completely agree with this and i wanna take some steps abt the same fact, today when i had been to change my address in the DL, i had almost done with all the procedures by 2 pm i had to take my computerised photo ID as well after which i came to room 3 to submit but by then the person says that office is closed, when i questioned were in the hell it is written that ur section closes by 2pm whe the Govt office hrs are from 9-5 they did not bother to answer me by quietly one by one left the place, if any body knws how to lodge a complaint on this and get the issue ifxed i would really appreciate as i dont want other citizens to go through the same thing

I am very disappointed to let you know that, there are people who are collecting bribe in public. Recently my friend go their license without tets etc.. by paying 2000 rs to an RTO Official.. He does side business and earns about 40, 000 in these kind of liscense. He and his group of people sits in the first floor, next to NTSC 4th Block.. He collects the forms from people there and then forwards it to the Officer, there by collecting a huge amount of money from people.. It is very sad, that no one is investigating on this.. I hope you will...

I have to driving licence for motorcycle and car. I approached RTO koramangala for renewal of both DL.
But they refused to club it since the first one was issued from Indiranagar and I have to approach them. But my present address is at Koramangala jurisdiction, I dont understand the logic of contacting Indiranagar. I went Indiranagar they refused to do the work because they need the residential proof and again they send back to Koramangala. Then I hv submitted the application for 4 wheeler after paying necessary fees. Again they refused to include 2 wheeler in that. But at my surprise they told me that I can not hold 2 licences since it is computerised and I can not apply for 2 wheeler renewal. What irresponsible people they are, they can not even suggest me what next I have to be done.

Guys if you have a problem in Karnataka go back to where you belong.. Bangalore compared to other north Indian and some tamil speaking states have accepted you people and given you a rosi rotti.. yoou shameless people keep complaining..

It is a non-issue and it makes me laugh that speaking in Kannada in Karnataka can be a harassement. It shows perverse mentality of those coming from outside to Karnataka. If you are finding so hard to live in Karnataka then nobody is stopping you from going out. It is not upto us Kannadigas to learn your language and make you comfortable. If you do not want to learn Kannada but still be comfortable then better think of going somewhere else probably where you belong to.

Hi I am living in Bangalore for almost 10+ years and I been to different Govt offices for various work starting from my graduation to as a family men over here and I also learnt kannada here and my most of the friends are Kannadiga. Till I have not faced any issue about discriminity as being non-kannidiga. and it is actually true here. People take bribe here I agree fully but this is part of our system not part of any state. Only thing is people who donot understand kannada they will think wierd when some official speak kannada and they feel as if they are trying to redicule them. Believe me Govt office and Police are more worse in North like Delhi UP etc.
At the end will say only one thing to make your life hassle free in Bangalore Just Learn at least basic Kannada then you will find difference of being in Bangalore compared to any other metro

I am from north and here in Bangalore from last 10 years. I don't believe that there is any sort of discrimination between ni and local people. Even i don't understand Kannada but wherever i have faced language issues, i just smiled and you know, it worked.. i was thru all that whatever was blocking my way.
It's sad to blame Kannadiga's for such silly things.
Those who really feel pain should go to other places outside Karnataka and then you will know the difference.
Rather than cribbing about such issues, try learning kannada and if you can't, smile and pass by. Don't blame others or make lame excuses.

Leave about the north indian's, the harassement is going for karnataka people as well, even thought speaking in kannada.
Incident details: I had applied for Learner license and I had filled in the application form also the same for 2 wheeler without gear, but the person who was preparing my LL made a mistake of putting LMV-CAR instead of 2 wheeler gearless,
When I went to ask him for correction, he is telling its not possible to change it and he asked me to take LL test again saying that I don’t have time to search for your application, so come on Monday and write the test and go for your DL again after 1 month.

My 2 wheeler LLR was suppose to get expired on 27th Dec ’11 and I went for my DL test for my 2 wheeler on 24th Dec ’11 and I completed my test and test also cleared and while signing the inspector observed as it was mentioned as CAR in the LLR form then I told him and showed my car DL also saying its already there sir then why should I again take test for car, then that inspector told me to contact Rajajinagar RTO for correction and on the same day evening around 4PM I went to one person by name “Veerabhadrappa” from Rajajinagar RTO and informed him the incident happened and asked him to correct the same but he responded me so vigorously saying its not possible for me to search for your application now, I have lot of things to do, so better go now and come and write the test again on Monday and go for DL test again by next month, but still I requested him and I begged him and I cried as well infront of him but he is so corrupted he dint agree.

Then few agents suggested me to speak to “ARTO – Lakshman” from Rajajinargar RTO who is boss for Veerabhadrappa, then I went and I spoke to Lakshman and I explained him everything and he also agreed saying yes its mistake from our RTO and so you go and request Veerabhadrappa for changing then I informed him saying “sir – I requested him but he is not agreeing, then he said ok call him, I will speak.

Then I went and informed veerbhadrappa tat ARTO is calling you and he wanted to speak itseems, he was so rued and he said no I wont come its not possible, tel him the same.

Again I went to ARTO and informed him that he is not ready to come, then ARTO himself called him and informed but still tat veerabhadra dint agree.

Conclusion is even thought the mistake is from there end but still I suffered for the whole day and I cried for the same and I begged them but still nothing happened.

This shows how much corrupted our India is and I really petty poor people how they are surviving in this India with out money.

These kind of money eaters should be put in jail or should be removed from the job………. Really kind of situation should not come for anyone, even thought am being a girl I faced a lot.

I would like to register the complaint about the Veerabhadrappa from Rajajinagar RTO and few agents who cheated me and gave me mental torture …….. really this is not fair and defently god is there and he will show the pain for them or for there kids only then they will realize.

For this kind of issues no one there to see these issues and no one to support we poor people of Karnataka – India, this is really SAD ……   

it is a known fact that most ( if not all ) people from north are a rude and brash lot. if you start a conversation with rude behavior then you have to expect rudeness from the opposite person even from a kannadiga who by nature is a soft and helpful person

I failed the driving test today without any reason given to me by the assessing officer. I saw people who couldnt even change gears properly getting a license only because they came with an agent or a driving school. I dont think the reason for failing me was that i am a North Indian, it's just that i refused to pay any kind of commission for getting a license. I am really confident of my driving and I know that I drove perfectly while the driving test was going on. The officer has asked me to come back in 8 days, pay 100 Rs. again for driving test and appear for a test again. I am sure I will face the same problem again because I will not pay even a single rupee to a driving school for teaching me something I already know.

However, I totally agree that their is discrimination against North Indians in Govt. offices because all the staff members at Electronic city RTO were talking to me in Kannada, which i dont understand. Infact one of them made fun of me when I asked him something in Hindi, I didn't understand what did he say but I could figure out by his expressions that he is saying something against North Indians. All the forms required for getting a driving license were printed in Kannada, I downloaded the form in English from the internet, but it should be available at the RTO office as well.

Can someone tell me where to bring up this issue?? Is there any authority that can help against such cases?? Please help!!

Driving schools — Asking huge amount for getting DL

I am your consumer i was applying heavy licence but the Driving school person ask me to pay 4500/= to that i ask the reason y
He simply replayed that the connection to RTO pupils that's the reason so pls take on action advise those pupils to reduce amount for get it.

My fiancee went to RTO-Jayanagar to get her MAT for attested... as they are gazzeted officers. That bloody refused point blank saying... "Yes I can do this... but I wont do it for you..Do whatever you want!!!"
And he just refused to speak in English or Hindi... and kept on blabbering rubbish which my fiancee couldn't understand at all..
Disgraceful people... and also whenever you go to them... they will make you say... "Bangalore Police is the best"... do hell with bangalore police!!!

I would like to add my personal experience here. I totally respect the government rules and according to the rules you need to register your vehicle when moving to other states. I went to Electronic city RTO for this purpose.
1.When I asked for the form to pay road tax, the lady handed me a form in kannada and told that she doesn't have english/hindi form. I got english form from a xerox shop near RTO.
2. I filled the form and went to the counter to ask for the amount of tax that I need to pay. I was directed to a desk where the person was missing. After waiting for around 15 minutes, the person came and pointed me to different desk. The second person sent me to another desk and same with the 3rd and 4th person untill I was frustated.
3. I asked the 5th person, why cant these people guide me to the correct desk for which he replied something in Kannada. I requested him to speak in Hindi or English. He replied somethig in Kanadda, which, with my little Kannada knowledge, make out that 'This is Karnataka, why should I speak Hindi.
I had no choice, but to go back, since I had to reach my office. I am not sure why are there states in India, where people dont consider themselves as Indians.

The point 1 and 2 you are noted is a misbehavior from RTO.
3rd point, you are correct, be to verify the identity RTO confirm the details in appl. form.
4th point, the reason of failing the test are not major, but those are valid reasons.
5th point, we cannot blame the officer. I know many officers who do not know to speak fluent in English or Hindi.

If Indian Govt has gut ad if they are eating human food and not fecal matter of pigs and if they dare. Ask them not to take bribes in RTO elctricity and other departments. Govt depts should be there to help people not to loot and cheat them. Yelahanka RTO all officials are corrupt. They are corrupt to the core. They are hard core cheats. If Indian Govt dares don;t act as if you don't know and even police depts. shut up and just act do some work for your salary.

For the guy from North India one piece of advice. If you had paid the bribe even if you do not have a two wheeler and did not drive yo would get driving license. YOu see the construction mestris they make 4 times what a top software professionals earn they don't pay a single tax and live without any issues. Iam planning to switch from IT to be a contractor and also not educate my children if I stay in India (Which I do not wish to). I have travelled several countries and found India to be the filthiest of all places worst than Africa also. Atleast they take bribe with humiliation and Indian Govt offcials demand bribe and still do not do any work . Indian ruppee has no value. When the so called leaders Eswarappa has money counting machine in his house which lot of banks do not have and when maran has pvt exchange and redy bros hop in helicopter to places to have lunch and dinner and praful patels daughter takes Air India for pvt rave parties. When gakaris driver has many companies on his name I am not sure who is a leader and outlaw and why is goonda being abused goonda is atleast stamped as goonda but what to tell about people who get Govt salaries and work 24*7 against Govt and blackmail people. What kind of country is this? It is shame to live in India. If Indians and the Govt has any guts take moral responsibility and do work properly for 1 year then we can see. Kalmadi had conducted games 20 times the cost Sydney has conducted my maid servantcan do that why do u need kalmadi for that.

I had similar prejudice and regionalism issue today of what is mentioned in the article above. I went for the driving test at Kormangala RTO. The driving test inspector started speaking in Kannada. When I told him "I do not understand Kannada", he started shouting at me in Kannada again. Forget about Hindi, he did not even attempt to speak in English. I am pretty much sure he will fail me in the test. This is pure bias.

I will really support that non-kannadigas are being harrassed in Bangalore specially in government offices, i went to Indiranagar RTO to change my address, first day they said time is already up for today please come tomorrow. the time was 2.25pm, i did the same i went to next day with all required documents, after filling the forms i paid 220rs which is fees for the change of address, then got photographed, last i have to take signature from Assistant Regional Officer as always there was a huge que, the officer was not ready to sign on the form and told me to fill the different form or else apply for the new learning licence because i have a spelling change in the other document, i did the same, i have to continue the same thing for three times as he was talking in kannada and i was not able to understand what actually he wants and i also observed 1. the people who came with agents he was just signing without any question. 2. The person who was sitting on counter number 5 was taking some money with each forms.3. Why no one names was written specially the assistant Regional Officer, they were just sitting with position not with the name.
I don't understand there are sitting there to serve us or we are there to serve them after paying our hardworkened money through tax.

Anyhow i have submitted my DL, but still not sure whether it will come or not or i have to face same thing again and again.

Will the driving schools and RTO gets closed permanently in India..??

Hindi is the national language to communicate all over India so why it's important to speak in kannada?

First of all we stay in karnataka, which is official language of communicaiton in Karnataka .

I also don't know much Kannada, but I picked up few words very easily with open mind and believe me all kannadigas help me.

Regarding RTO, if some goes through agent its done without any issues throughout India .

I went to the rto indiranagar b'lore today & met several of their officers including asst. R. T. O. Regarding driving license for my son. He has a learner's license & is valid till today evening. Since he completed his exams yesterday, we were trying to upload the online application for dl since yesterday, after completing the forms, due to their pathetic maintenance of their software, the " submit" button was just not accepting & appeared disabled.
I personally visited the rto office to complain about the problems of the software & dis-functioning of their online application. They chased me to different officers sitting in different rooms, but none were of any assistance to us.
Finally i went to meet the asst. Rto, who was in discussion with someone who appears a personal friend talking & laughing about their personal matters.
I then had to ask excuse & went in to explain my genuine problems on account of malfunctioning of their online application. This gentleman abruptly walks away without even answering / responding to my genuine grievance. I followed him to persuade & to respond, but he refused and shouts back saying he cannot respond on the road...
I am unable to understand this man's arrogance & dirty attitude. Probably, he has forgotten that he is a " public servant" and his position demands being courteous & reply/ advice how to go about to sort this issue which is wholly the rto's failure of online system due to lack of knowledge of these officers.
He needs to be pulled up & reprimanded.
In fact he has no right to be in the position that he is in as asst. R. T. O & deserves to be moved out.
Will the higher up take this matter seriously.
Probably they are desperate since the online feature reduces the bribe factor & wantonly wish that this online systems fail repeatedly...

There is no proper contact number for driving licence test, no status website, information sites to know the DL test status, when we get DL we dnt know.. Worst services RTO..in andhra Pradesh there is seperate website for knowing DL test if give LL number it will give you complete DL status..here in Bangalore nothing even no nobody is lifting calls and nothing..Bengalore RTO is only for driving schools..I have completed testing novebmer 11th still waiting for DL..and not able to get status of this..if I ask driving school they keep on telling it will take time to come..but when??????

I want to jayanagarrto for lmv driving rest officer asked me to take the riding rest twise .i did it with all signal and it was perfect even officer was convinced but then he decided to fail me so asked me about 2 yellowline rule, 1 yellowline rule and how to stop the vehicle . I didnt know about single yellowline, but answered for other 2 qn . Then he said u lack traffic knowledge and failed .
