Sobha Developers — delay in handover even on full payment completed

Sobha dream acres is not handing over keys on the day final payment is done. They claim that they need verification from project team if keys can be handed over or no. If they need verification from project team, why are they asking for final payment to be done. Why not every checks are done before asking customer.
They are saying they need 20 days after final payment to handover the keys.
