Sony India — Defective Hand set sold to me

I had purchased a Sony Xperia E4 in Lat Week Of April. The phone just kept on going off since the fist day.. Amusing that it was not charged properly or being a new hand set could not operate it properly I did not complain. The being happening and later just became blank. At the service center it look like some major problem. I have was provided with the defective hand set. I asked them to replace it. But kept on telling me the 7 days policy (JOb No W[protected] its almost 2 weeks and they have not got this sorted out nor they want to replace the hand set with a new one... Requesting if this can be taken to some higher authorities...
