Southern Railway — misbehaviour by a ticket examiner

Respected sir / madam,
In continuation of my complaint no. W/sr/mas/[protected], i respectfully submit that i am working as pa (Accounts) to collector of cuddalore district, cuddalore-607 001. On an urgent call from secretariat, chennai on 24.05.2018 on official duty i reserved tickets for train nos. 16106 & 16105 for both onward and return journey respectively for 25.05.2018. Accordingly, for my onward journey reservation was confirmed in pnr no.[protected] while for return journey not in pnr no.[protected]. I boarded s1 coach in the train no.16105 on 25.05.2018 at egmore and was standing at the closed door side near washbasin. After the departure of the train the ticket examiner (Henceforth be called as te), shri s. Balasubramaniam has come to the spot with loud noise scolding some women passengers to alight in the coming stopping, tambaram. The train reached tambaram and the women passengers who had reserved tickets but under waiting list like me alighted. On seeing me, the te asked me and i replied him as submitted below. The entire conversation is submitted hereunder for your kind notice:
Te: hei.. Why are standing here?
Me: i expressed my official position, informed him of my urgent official duty to secretariat and i have also emergency quota provision but due to non-availability of time i couldn’t apply for it. My reservation is under waiting list, sir.
Te: should i tell you separately? (Shouted at me) hei, get down get down.
Me: sir, i reserved the ticket for which i paid double the ticket cost for berth. Where should i go? The general compartments are over flowing even there is no place to place my foot on the floor even for standing. Kindly permit me to be standing here.
Te: i don’t bother about it. Do you alight or shall i push you out of the compartment by holding your neck? (In tamil language: yei iranguraya alladhu kazhuthai pidithu veliyil thallava?
Me: i was afraid and shocked much. Sir the train departed at this movement i couldn’t alight. Besides, your behavior seems to be impertinent. I am also a government servant like you holding a good position.
Te: i don’t bother whomsoever you may be. Get lost. (In tamil: yai, irangu da, ippo iranguraya illaiya?).
Me: sir, keep civilization at your tongue, behave yourself as an officer. Otherwise it may warrant me to make complaint against you.
Te: hei mind you (He used some unparlimentary and filthy languages as in tamil: “poda punda, en mayirai onnum pudunga mudiyaadhu, nee endha mayiraan kitta veandumanalum complaint pannikko”.
Me: i was completely shocked and upset by his filthy language. I told him: “you have to answer for the unparlimentary, derogatory and filthy languages”. I will take up this issues with the railway top rank officers.
Te: no railway officers will shake my hair. My relative is also practicing as an advocate at high court, chennai. (In tamil: endha railway officers um en mayirai onnum pudunga mudiyaadhu, onnai pola en 30 years service la pala perai paarthutean, poda punda). Me: (Having aggrieved by his brutal act), ok, i will make a complaint against you. May i know your name, please show me your name batch which is not visible.
Te: immediately, he pushed the batch on my right jaw stretching the over-coat upto my jaw as all the over-coat buttons were open and he raised up his hand to beat me up (In tamil: name i paarthukoda punda, oangi yeathunean, kaanamal poiduva). I felt pain on my right jaw. It is a hurt which attracts sec.319 of ipc. Then he left the spot. With an extreme shock by the terrible incident, i moved to “s2” coach with fear and pain. On reviewing his assault and my words that i would make complaint against him, he came to “s2” coach and asked me my id card and train ticket. As i was travelling in the reserved coach i honestly gave him my id card and the reserved train ticket as mandatory. He noted down my name, office address, train ticket pnr no., etc. And kept it with him. I asked him my id card and the reserved ticket back. He replied that “if you make any complaint against me, i will make a complaint against you that you are preventing me from discharging my duties” as a black mail, intimidation and coercion. I was shocked on seeing his trick, criminal act, misbehavior, black mail, patent lie, unlawful act and so on. Then he dialed to somebodies over his mobile phone informing them that as if i was disturbing him in discharging his duties as a precautionary measure to defend himself from his unlawful act beforehand as a trick.
Me: sir, i tendered my id card and train ticket honestly on demand. Can i see your id card to know your name and official details to make complaint against you with your top rank officers?
Te: my name is balasubramaniam (In tamil: en peru balasubramaniam da, poi pudungikiko da. Nee romba overaa pora, nee yaaruda en id card, name i keatpadarkku? Jaakiradhai).
Me: ok, let me ask you one more thing that you do not permit me to travel in a reserved coach under waiting list even in a standing position near washbasin without any disturbance to anyone under waiting list despite i paid the reservation cost, but you permit me to travel many beggars, hackers, unlicensed local vendors, etc.in the same reserved coach (S1 & s2). Which rule permits you for the same? May i know it?
Te: with extreme angry he shouted at me and said they pay me for that. Who are you to ask me such a question? Be careful. You instigate my extreme angry. Then i alighted at villupuram and went to general compartment (Unreserved coach) where travelled near foot board at an extreme risk.
Sir, i never faced such a nightmare atmosphere like this. Even an uneducated person would not use such unparliamentary, derogatory and filthy languages like the te. His behavior was just like a rowdy with an intoxicated mood. Some passengers with waiting list in s2 coach watched this scene. Some of them said that he is collecting money at higher rate (Like a bribe) from passengers and allotting berths to them. Many waiting list passengers suffered a lot.
I humbly pray the respected railway authorities to take appropriate action against shri s. Balasubrmaniam for his afore-mentioned brutal contact.
I also submit that i faced many bitter experiences and untold misery in reserved compartments. The act of ticket examiners in reserved compartments may kindly be monitored by appointing a special team like vigilance & anti-corruption or any appropriate team as deem fit to save the passengers. One women passenger told me that she had shown aadhaar card as id proof but the te told that she mentioned pan card while booking the ticket so the aadhaar was not valid one, he collected rs.600/- as fine but no receipt was given to her.in another incident, one te fined a waiting list passenger for boarding without prior permission in the reserved compartment to the tune of rs.700/- but no receipt was given. When asked receipt, he had said that receipt would be given for billing rs.1000/- and above. Some te misbehave with women passengers who travel alone. Some tes threaten passengers with police support in the reserved compartments. Like this, there are untold miseries being faced by the passengers in reserved compartments.in view of the afore-mentioned submission and i ween in this regard that all the tes of the reserved compartments may kindly be monitored and police higher authorities may be informed to instruct the police personnel not to support the tes who misbehave with passengers.
I once again submit that if shri s. Balasubramaniam like people / government servant is permitted to be working in indian / southern railways henceforth it may bring disrepute to the railways and tarnish the image of the administration of railways among the public / passengers / commuters, etc. By virtue of his unlawful act, misbehavior, intimidation, coercion, brutal contact, atrocities, use o[censored]nparliamentary, derogatory and filthy languages, etc. With the passengers. He was also scolding many women waiting list passengers in the same compartments. I am pleased to submit and everyone knows it that the indian railways does always keep its office discipline, decorum, etiquette, employees’ over-all-control, passengers care, keeping top in networking, etc. Despite by virtue of the interference of the employees association, etc.
