State Bank Of India [SBI] — blocking funds in my guarantor's account without giving me any information/legal notice.

Dear sir,
I beg to state that i am binod kumar sinha, a handicapped person, designated at head quarter, bharat coking coal limited (Bccl) having salary account no [protected] at state bank of india, pbb branch, bank more, dhanbad.

This is as i was transferred on irrelevant grounds like threatening, etc and that too at a place where basic facilities like washroom and water facilities are not available there. This was done by the officials of bccl in order to put me in trap because had i joined the office where basic facilities are not present, and it's a common thing that within 8 hours of work, one might feel a need for going to washroom and on going the officials might have made a charge on me of not being present in the office and might have held me up with several kinds of action. Moreover the distance of washroom from the samadhan kendr, where i have been asked by the officials to report is about 300 meters. All these things like transfer, etc were done because i saw some note sheet in which the price at which the services/items has been purchased by our organisation was much higher that the real price and i complained the matter to chairman cum director and chief vigilance officer of bccl. As a result of all these i am not receiving my monthly salary from 7-8 months.

So, because of all these, i have filed a case in the hon'ble court of law and the hearing of same was done on 7th august 2019. Now the problem is that, i am unable to pay the emis of the personal loan taken by me from my bank. Since, i was not able to pay, i gave a written application to the branch manager of my bank on 31st may 2019 mentioning my problem and also agreeing that i would pay the interest and late fine. Moreover i have mentioned the same account in the records of the bccl which cannot be changed unless and until i provide them noc (No objection certificate from the present bank in which my salary in being credited). So, in future all the funds like provident fund, graduity, etc would be credited in the same account itself and hence there isn’t any kind of fear to bank for loosing their capital. Moreover, higher the time i would take, more the profit the bank would be generating from interests and late fine. I informed the same thing through the same application but instead of supporting the person fighting against corruption, the bank blocked the funds of my guarantor because of which my guarantor is also facing trouble without providing me any information/legal notice mentioning that such action would be taken. So, in order to not make my guarantor face much trouble, i somehow managed to paid rs.24, 000 only as said by bank that the hold of my guarantor would be released after crediting this amount. But, soon after few days the hold was again put in the account of my guarantor because of which he and his family members are also facing great trouble. Moreover, employees of sbi (One of whose name i was told as shri adhir), pbb branch comes at my residence and their behaviour lead us to mental stress.

Therefore i request you to make the bank support me in the fight against corruption and remove the hold of my guarantor’s account and since hearing has been done on 7th aug 2019, soon the order of the court will also arrive and i will be paying the total dues along with interest.
