I make a payment of 12000/- from UPI tez app on 07.12.2017 at 12:07 PM. here show that payment failed and this amount debited from my account but not done successfully. Please help me and return my money back.

I make a payment of 12000/- rs from tez application on 07.12.2017 and amount debited from account but amount do not received by receiver. My tez id is hemendra.pro@gmail.com and mob. No. +91-[protected]. Please resolve my problem.
