[Resolved]  State Bank Of India [SBI] — Not getting refund after money got stuck in payment gateway

I was trying to add Rs 100 in my Paytm account via SBI debit card on 4th Dec 2016 but got a payment failed in response after entering the OTP for transaction.
Since then I have tried to contact Paytm many times but they say that bank will notify them in 2 working days about the failed transaction but sadly 16 days have passes and neither SBI nor Paytm is responding.

Bank staff ask to new account opening are insurance compulsory For 1000 rs.. Are we account have not oppend without insurance with 1000 rs.
