My account is in State bank of India. I sent money transfer through NEFT from on line banking to another branch(IOB). It is returning to my account. Transaction failed

I deposited Rs. 1500/- on 13-Nov[protected]Nov-2016)at SBI AFS Jamnagar. As per rule deposit below Rs.20000/- will be charged Rs. 25/- as an INTER CITY CHARGES, however in my account

12-Nov I had a transaction in restaurant but error occurred as timed out
but when i checked in net banking my amount is debited one week is went but till now i am not having my money back
I have asked in restaurant they have said to complaint in bank
So when can i get my debited amount bank

My checkbook request done 14/11/2016 from net banking reference number is IC01716431 and a/c no is [protected] after 8 days i didnt get checkbook...
