State Bank Of India — Why sbi cannot re-issue a dd, and has no means to verify if an issued dd is realized or not?

In view of the scenario explained below, my questions about state bank of india, v block, rajajinagar, bangalore 560010:

- first of all, why not they re-issue a dd, and if they do so, why should they re-charge the customer?
- doesn't sbi have a means to check whether a dd issued already in favor of a recipient is realized or not?
- don't they have an archive to verify this? If not, why?
- why should a customer who has paid for a dd, repay for the reissuing the dd, if the issued dd is not yet realized by the beneficiary?

Isnt the bank fleecing its customers? — sub: payment by dd lost by bwssb office, mallasandra, shettihalli, bangalore


To get kaveri water connection, we had paid rs.25183/- by dd # 935871 dt 27 dec 2014 drawn on sbi rajajinagar v block, bangalore 560010, in favor of the chairman, bwssb, mallasandra, bangalore. The person who received it at the bwssb office at mallasandra, shettihalli, was mr. Iyer, who did not issue a receipt, but said we would be informed when the receipt was ready. Nothing happened for 2 years.

After 2 years:

Last week (10 march 2016), after 2 years of submitting the dd, we got a call from bwssb mallasandra, bangalore, asking us to pay another rs.25183/- before 15th march 2016, else we would have to pay twice the amount after that date. I was away in kerala when the call was received. So, i requested by sister in law to visit bwssb office. She was told that the 1st dd mentioned above was lost by the bwssb office, and so, we had to arrange a duplicate dd. This was a shock to us. We were penalized for the lapse of bwssb staff!

No logical questions get answers from government offices. "you do this, if you don't, you would get this penalty" - this is the tone. Who is at fault, is there any responsibility on the government staff to the public.. Etc., are unsavory questions! So, to save our neck, my sister in law went to sbi rajajinagar. Sbi said a duplicate dd issuance was impossible, and that we had to repay the same amount to get a duplicate dd.

We had no other alternative. So, we got the second dd issued from sbi, no. 818883 dt 15 march 2016 for rs.25183 drawn in favour of the chairman, bwssb, mallasandra, bangalore, and submitted it. This time, we insisted for a formal receipt, and they denied it again! However, on the insistence of my sister in law, they acknowledged the dd on a piece of paper, wrote the receiver's name and date, but refused to stamp it. Why? Wasnt our money valuable? Why is it so hard for bwssb to issue a formal recipt upon receiving a dd fully drawn in their favor? Why cannot they make arrangements for electronic transfers from banks to their accounts, thus ensuring payer's interests?

So, to sum it all up, we paid a total of rs.50366, and lost rs.25183/- who will compensate our loss? What action will bwssb take against the irresponsible and erring staff?
