Tata Docomo — Low 3g internet speed

I have been using tata docomo internet connection from past 2 years and have been a loyal customer. Last time i recharged 196rs to get 1.5gb 3g data. But i can only get 2g speed but not 3g. I cannot proceed with online transactions and i have been cheated with 2g speed even if i have paid for 3g connection. With great difficulty i have been trying to use 800mb. But cannot use the entire 1.5gb within the expiry time. Hence, to sum up, tata docomo is charging for 3g speed, providing 2g speed, so that users could not use the whole data to which they have paid for.
