Vodafone India — delay in activation of sim

I have been using 3 numbers of vodafone. My sister who was using one of them lost her phone and was given a new sim yesterday with a promise that service will be activated in 2 hours. I have a billing plan with them and they have not actovated the service even after 24 hours and asking me to visit gallery. This is an efficient process and a sort of harassment.

My vodafone no. Is [protected] this no. Service not start. I go mini store, mini store person say you will go main store, I go voda store ridhi sidhi Jaipur, store person say you will go any store. I am very guilty fill I use Vodafone service.
