Vodafone India — Fake data usage charges applied when connected wifi

Vodafone is charging fake charges for data usage for the duration when I am connected to wifi.
I have been charged for data earlier so I noted down today specifically to check this - I turned off data and turned on wifi then browsed the internet and I could see the data usage charged for that time on the Vodafone app. Next I spoke to customer care at Vodafone.
They are not willing to share the details of how they captured this as data usage when actually the data was turned off and I was connected to wifi. This is fraud and strict action needs to be taken. Also Vodafone must reimburse monies charged this way to their customers.
