Vodafone India — Hidden mobile rome like home service and issue regarding assign different circle

I converted my gujarat Airtel connection into Vodafone Postpaid connection and simply mentioned that I required Maharshtra Goa Sim .But they given me Mumbai circle Sim which roaming charges included in Vodafone Bill. When I called to them they said you did not activated Rome like home service after 2 month they informed me about this service . I have already lodged complaint against but they did not reply me yet, . Even I converted this postpaid connection into prepaid still my sim card is Mumbai circle and i am not able to avail any services of Maharshtra and Goa.
