YouBroadband — refund needs to be initiated before 30 days, but still not initiated

I had applied for new connection in youbroadband, the executive said the connection will be created in 3-4 days, but its not happened even after 1 week and their support staff is really irritating. I had raised a request for refund. They said backend team will reach me after 5 hours. This has been done several times.. I called them again and again but they said the same answer, but the refund is not yet initiated. These guys are playing with customers money and time.
