Zomato — delivery person cheating

This in regard to order no. [protected] placed on 24th november 2018. The order in question was worth rs. 110 and was paid in full prepaid via paytm. A thing to also make note of was that the option for "food for unwell and elderly" was ticked on the app before the order. The assigned delivery boy arrived at the address and made a couple of calls and left. He was in front of my house as he admitted over call later but did not come inside or even ring the doorbell. The only person inside the house being elderly couldn't hear and recieve the call and hence the order was cancelled and zomato under their 'policies' charged me for the entire order, on the basis that call wasn't received. The delivery person did not make any attempt to deliver the order even with the perfect address and also standing aware in front of the house. Would appreciate a full refund of the order.
