"Debit Card Invalid" message at ATM

Dear All,

I have IOB VISA Debit Card. I am now in Europe, Bulgaria and cannot withdraw from any ATM for already a week.
Message: "This card is not valid". Lastly I have had succesful withdraw a month ago.

amount not issued in atm but credited in a/c

Sir,

I am having a S/B aqccount in IOB branch of Sastra University Branch,Vallam,Thanjavur,Tamil Nadu.

on 5th SEP I travelled to Chennai via Thanjavur. I tryed to withdraw cash for my trip at three ATMs one IOB,one Canara Bank & one in SBI ATMs the TXN numbers are given below
