My account has been debited with 18880 stating cash handling charges. Please provide the detailed information because I don't remember of handling such a huge transaction leading to be charged....

last week i applied for citibank credit card, i submitted all required papers to concern bank.They forwarded & few days back i got mail from citibank that "does not meet our minimum credit criteria" , i dont understand that i wand to know abt that. I dont know where i can get the detail.
please give me any suggestion to me,
