As i booked a flat in kharar, but dealer not fulfilled his promises, i gave them tokan amount which was totally refundable as promised by dealer. Now I am not interested to buy that flat due to some personal reasons, but the dealer denied for payment. He said Tokan amount is not refundable. Kindly help me out in this...

Time is nov 2011 ,I have meet one property dealer for purchaseing one plats,which is 2 room set,area is 40 gaj,at same time property dealer give me more than one option for purchase flats.i liked one flats,at same time and same day dealer told me give advance in rupees 10% of flats,
truly speaking i am unknown person in purchase and selling property,
Overall i am paid 60000 thousand Rs for property...
