No catering service and ticket checking staff on board

even after reserving, railway did not come out to ensure i use the reserved seat

tatkal quota

I travelled from bangalore to madural with an e ticket, PNR no [protected], train no 0689, on date 6th sep. The ticket was purchased under tatkal quota as at the time of reservation it was indicated that in other quotas tkt was not available.
On reaching the train and travelling upto madurai i found out nearly 30-40 % births were vacant and the chart also confirmed the same.
