Not giving my certificate & no records of me being a student of the college

I have studied at the WLC College India in Pune campus year[protected]..i studied for 3 years with a 100% attendance. Its been past 3 years i have finished my course & given my final exams, the college has not processed the formalities for making my certificate,since they don't have any record of me being a student at their college. The staff has changed 3 times since i have finished my course, & they have been giving me a reason...

This is absolutly wrong what college is doing...as they are asking service tax on that amount which have already paid inDec'09 and now they are telling to pay the service tax which has been ruled out by Indian government in Feb'10 onwards...So can you please guide us that if once the amount is already paid and we have receipt of the same that to dated before Feb'10 so does that amount also comes under the rule of service tax...
