[Resolved]  Indian Railway, Tdr Process Of E-Ticket — Train more than 03 hrs. (8.30 hrs.) late but Full refund (as per railway rules)denied by railways against two e-tickets

Two e-tickets bearing PNR no.[protected](for 4 adults) and [protected](for 6 adults) were booked for journey on 24/02/11 (Dep. Time 12 noon) by 13287 South Bihar Exp from Raigarh (RIG) to Asansol (ASN). Most unexpectedly, an accident took place few minutes before arrival of the train and uncertainly prevailed at the station for hours together. Hence passengers (of both tickets) were forced to cancel journey by train and they had to make extra expenditure for completing the journey by road.TDR for these e-tickets were filed in two steps
1) One person from each ticket had changed his program on 24/2/11 morning before arrival of the train. Hence a TDR stating “Passenger not travelled” for them only (one person each ticket)was filed before arrival of the train on 24/02/11. As per railway rules 50% full fair (In this case 50% of Rs. 601.00 for IIIAC) for one passenger/Ticket was to be refunded, but they promptly refunded 50% fair for all passengers on 02/03/11 (Rs. 1200+Rs.1800) without filing TDR for other passengers. (for both tickets)
2) 02 TDRs (01 for each ticket) for remaining 08 passengers were filed on 06.03.11 by e-mail to [protected]@irctc.co.in stating “passenger not travelled due to train more than 03 hrs. late” and requesting for full refund of 50%balance amount for remaining 10 passengers (Rs. 3010/-). Now railways is refusing to refund the balance 50% amount of Rs. 3010/-against these TDRs stating that “Kindly note that according to Railways Rules if party not travels on a confirmed ticket only 50% refund is applicable and you have yourself given the reason "Passenger not travelled" for filing the TDR” whereas the reason given by me states “Passenger not travelleddue to train more than 03 hrs. late” Railway authorities have IGNORED the fact that the passengers could not travel due to train being late for moe than three hrs.
3) Again two e-mails (separately for each e-ticket)were sent to [protected]@irctc.co.in on 22/03/11 requesting to refund the amount stated above but same reply has been repeated by railway authorities.
You are requested to look into the matter for getting justice for me in this matter.
