Indian Railways — Paid fine in spite of having proper travelling ticket

I was travelling from Howrah to Chennai on 20th September having a e-ticket & the TT charged me fine of Rs 747 for not showing him proper identity proof although I had proper identity proof with me.
Moreover I had only Rs 550 with me & so I told the TT that I don't have the money but have ATM card with me, and so I requested him to give me some other options to pay the fine. But he gave me only one suggession, that is to borrow the money from somebody.
I don't want that some one faces this type of problem which I have faced.

My question is why photo id proof is not required for tickets reserved across railway counter?
Why it is mandatory E-tickets?
only soultion is to kill the TC. In my case it happend in tirupathi, the TC is arrassed me, he charged me Rs.1200/- he is not given me any recipt, i asked he told me give me Rs.2500/-, no monitaring of TC, the fine system can be changed.
